This policy sets out how parking at the office (BN3 3JQ) is managed. Parking is limited and must be allocated fairly, transparently, and in line with business need, while ensuring appropriate access for visitors.
The office has:
- Two on-site parking bays controlled by private permits
- Two Brighton & Hove City Council business permits, purchased annually and registered to named individuals and vehicles
One on-site bay is reserved daily for visitors and ad hoc business use unless formally released.
Parking is allocated using the following principles:
- Business need
- Commute distance and practicality
- Number of office-based working days
- Fairness and transparency
- Protection of visitor access
Allocations are made at the company’s discretion and may change to reflect operational requirements.
As BHCC permits are purchased annually and tied to a named individual and vehicle, they cannot be shared or transferred mid-year.
Permits are currently allocated as follows:
- Permit A: allocated to the colleague with the longest commute and full-time office attendance
- Permit B: allocated to one Brighton-based full-time colleague and rotated annually to ensure fairness over time
Permit allocations are reviewed at renewal each year.
One on-site bay is prioritised for visitors.
The second on-site bay is used to provide partial access to colleagues who do not hold an annual permit. Access is managed via a simple rota.
Parking allocations are reviewed annually when business permits are renewed.
New starters will:
- Be informed of the parking policy during recruitment
- Be considered at the next annual review point
- Not automatically receive access to an annual permit mid-cycle
If staffing numbers increase, the rota for the on-site staff bay may be adjusted to ensure fairness across the team.
Where a new starter has a requirement that may qualify as a reasonable adjustment, this will be considered separately and may override existing allocations if appropriate.
The company will make appropriate adjustments where parking is required due to:
- Disability
- Pregnancy
- Temporary injury
- Significant caring responsibilities
- Other extenuating circumstances
Requests will be handled confidentially.
The company does not normally reimburse parking costs outside the allocations outlined in this policy.
This policy and all allocations will be reviewed annually, or earlier if business needs change.
This policy does not form part of any employee’s contract of employment.
Parking access, permits, and allocations are discretionary business arrangements. They may be amended, rotated, suspended, or withdrawn at the company’s discretion.
No entitlement to ongoing parking access is created through past practice or allocation.
